How to Scan Documents to PDF for Immigration (No Scanner Needed)

Quick answer from Botelho Law Group: To scan documents to PDF for your immigration case, use a scanner app instead of your phone’s camera. The free scanner in the iPhone Notes or Files app, Google Drive on Android, Adobe Scan, Microsoft Lens, and CamScanner all work. Place the page on a dark, flat surface in even light, capture it from directly above, leave a small margin around the edges, use a color filter for any document with a seal or stamp, combine every page (front and back) into one PDF, name the file LASTNAME_FIRSTNAME_WhatItIs_Year.pdf, and open the file to confirm it is readable before you send it to USCIS, the National Visa Center, or your attorney.

Almost every immigration case reaches the same moment. USCIS, the National Visa Center, or your attorney asks you to send a copy of a document, and you pick up your phone, take a picture of it, and hit send.

Then you get a message back asking you to send it again.

This happens constantly, and it is not because anyone is being difficult. A photo of a document and a scan of a document are two different things. At Botelho Law Group, we see it every week from clients across Massachusetts and Rhode Island. This guide walks through how to make a real, clean PDF using nothing but the phone you already own.

Key Takeaways

  • USCIS accepts phone scans as long as the document is complete, legible, correctly oriented, and in an accepted file format.
  • A scanner app straightens the page, removes shadows, boosts contrast, and produces a single multi-page PDF. A camera photo does none of that.
  • Use a color filter (Magic Color or Auto) for any document with a seal, stamp, signature, or colored security paper.
  • Scan both sides of every page and send one PDF per document, with the pages in order.
  • Name every file LASTNAME_FIRSTNAME_WhatItIs_Year.pdf.
  • Foreign-language documents also need a certified English translation, and a scan never replaces an original when the agency asks for one.

Why a Camera Roll Photo Does Not Work for Immigration Documents

When you photograph a document instead of scanning it, five things tend to go wrong at once.

  1. The page is captured at an angle, so the edges are crooked and the text is stretched.
  2. Your own shadow falls across the paper and hides the part that matters.
  3. The file is an image, not a PDF, and many government upload systems will not accept it.
  4. A ten-page document becomes ten separate files, and the reviewer has to guess the order.
  5. The file is either too large to upload or compressed so heavily that the seal becomes a gray smudge.

A scanner app corrects all five automatically. It finds the edges, straightens the page, boosts the contrast, and outputs a single multi-page PDF.

Before You Scan: Thirty Seconds of Setup

This is the step almost everyone skips, and it is the one that decides whether the scan comes out usable.

  • Use a flat surface with a dark background. White paper on a dark table lets the app find the edges instantly.
  • Get even light. An overhead light or a window works. Do not use the camera flash, which puts a bright spot in the middle of the page.
  • Take the document out of any plastic sleeve. Plastic creates glare, and glare hides text.
  • Remove staples and flatten the page. If it has been folded for years, press it under a heavy book first.
  • Hold the phone flat and parallel to the paper, directly above it.
  • Check that your own shadow is not falling across the page. Move your body or move the paper.

How to Scan With CamScanner, Step by Step

CamScanner is available for both iPhone and Android. Install it from the App Store or Google Play, skip the subscription offer when it appears, and allow camera access when prompted.

  1. Tap the camera button and confirm you are in standard scan mode.
  2. Hold the phone above the document until the app draws a frame around the page, then capture.
  3. Drag the four corner handles until they sit on the corners of the page. Leave a small margin of the table visible. Never crop tight, because cropping tight cuts off seals and stamps.
  4. Choose a filter. Magic Color, sometimes labeled Auto, is the right choice for almost every immigration document.
  5. Tap the check mark to save.

Which Filter to Use: Color or Black and White?

Black and White produces the sharpest text, which is why people reach for it. It is also the filter most likely to ruin a vital record, because it can erase a light blue seal, a colored stamp, or a raised embossed seal entirely.

The rule is simple

If the document has a seal, a stamp, a signature, or colored security paper (and nearly every birth certificate, marriage certificate, and court record does), use Magic Color. If it is a plain typed page in black ink, Black and White is fine. When in doubt, use color.

Multi-Page Documents: One File, Not Eight

If your document has more than one page, it must arrive as a single PDF with the pages in order. Before you start capturing, turn on batch mode, sometimes labeled multiple pages, next to the capture button. Then photograph each page in sequence and tap the check mark when you are finished.

Scan both sides of every page. Certifications, court seals, signature blocks and stamps are frequently printed on the back, and a document missing its certification page is a document that gets sent back.

If the pages end up out of order, open the document, press and hold a page thumbnail, and drag it into position rather than starting over.

How to Name Your Immigration Document Files

Name every file before you send it, using your last name, your first name, what the document is, and the year. Use this format every time:

LASTNAME_FIRSTNAME_WhatItIs_Year.pdf

SILVA_MARIA_BirthCertificate_1994.pdf
SILVA_MARIA_MarriageCertificate_2019.pdf
SILVA_JOAO_DivorceJudgment_2011.pdf
SILVA_MARIA_TaxTranscript_2023.pdf

A file called scan001 or image4472 or new document will eventually get separated from your case. In immigration, a lost document is a delay, and a delay can become a denial.

Exporting and Sending the PDF

Open the scan, tap the share or PDF icon, and choose PDF rather than JPG or image. If the app offers a quality or size setting, choose standard or high rather than the smallest option, because heavy compression destroys the detail in a seal.

Then open the finished file and read it on your own screen before you send it. If you cannot read it on your phone, nobody else will be able to read it either.

Botelho Law Group’s Document Rules

These are the rules our office uses for every document a client sends us. Following them is the fastest way to keep your case moving.

  1. One document equals one PDF file. Do not combine a birth certificate and a marriage certificate into the same file.
  2. All pages of the document, in order, including the back of any page with printing on it.
  3. Color scan for anything with a seal, stamp, or signature.
  4. Nothing cut off. All four corners and the full seal must be visible.
  5. Named correctly using the format above.
  6. Readable. Check it yourself before sending.
  7. Translated if needed. A document in another language also needs a certified English translation. Ask us.

The CamScanner Watermark, and What to Do About It

CamScanner’s free version stamps a small watermark on exported pages, usually near a bottom corner, and the free version is also ad-supported. For a receipt this is irrelevant. For a document going into an immigration file, it looks unprofessional, and depending on placement it can sit on top of text near the bottom of the page.

You have three reasonable options. Use it anyway, since a watermark in the corner is still far better than a dark, crooked photograph. Pay for the subscription, which removes the watermark and the ads. Or use the free scanner already built into your phone, which is what we suggest for most people.

The Free Scanner Already on Your Phone

How to Scan a Document on iPhone

Open the Notes app, start a new note, tap the camera icon, and tap Scan Documents. Hold the phone over the page and it captures automatically. Adjust the corners, tap Keep Scan, add pages as needed, and tap Save. Then use the share button to export as a PDF. The same scanner also lives in the Files app, which produces a loose PDF instead of burying the scan inside a note.

How to Scan a Document on Android

Open Google Drive, tap the plus button, and tap Scan. Photograph the page, adjust the corners, add pages with the plus icon, name the file, and tap Save. The finished PDF lands in your Drive and can be shared from there.

Adobe Scan and Microsoft Lens are two additional free options that work well on either platform. None of these add a watermark or show advertisements. Botelho Law Group is not affiliated with any of these apps and receives nothing for mentioning them.

A Note on Privacy

Immigration documents are among the most sensitive records a person owns. Some scanner apps process pages on their own servers rather than on your device. CamScanner is owned by a company based outside the United States, and in 2019 an advertising component inside the app was flagged for malicious behavior, which led to a temporary removal from the Google Play Store. The issue was addressed and the app was restored.

This is not a reason for alarm, and millions of people use the app without incident. It is a reason to know your options. When the documents are passports, court records and tax records, the scanner built into your own phone is the more conservative choice. After your documents have been delivered, consider deleting sensitive scans from your phone and cloud storage.

The Eight Most Common Scanning Mistakes

  1. Sending separate images instead of one PDF
  2. Cropping so tightly that a seal or stamp is cut off
  3. Scanning only the front when there is a certification on the back
  4. Using Black and White on a document with a colored seal
  5. Scanning through a plastic sleeve and capturing glare
  6. Compressing the file so heavily that text becomes unreadable
  7. Leaving the file named image4472
  8. Sending the document without opening it to check that it is legible

When to Stop and Speak With an Immigration Lawyer

A few situations call for a conversation before you send anything. If the document is in a foreign language, it will also require a properly certified translation. If the agency asked for an original, a scan does not substitute for it.

And if the document you just scanned says something you were not expecting (an old arrest, a marriage you believed was resolved, a name spelled differently than you remembered), it is far easier to address that before the document is filed than after.

Doing This Yourself? Read This First.

Some people reading this are not going to hire a law firm, and that is a legitimate choice. But doing it yourself does not mean doing it with help from people who do not know immigration law. Do not use your friends. Do not use your family members. Do not use a notario or notarista, because in the United States a notary public is not a lawyer and cannot give legal advice. Do not use someone who works at city hall. And do not use a paralegal who works for an immigration law firm and takes cases on the side. Any one of them can cost you your case. If you are going to handle your own case, learn how to do it properly first, starting with the video at the top of this page.

Only licensed attorneys and representatives accredited by the U.S. Department of Justice may give immigration legal advice.

Frequently Asked Questions

Does USCIS accept scans made with a phone?

Yes. What matters is that the document is complete, legible, correctly oriented, and submitted in an accepted file format. A clean phone scan meets that standard. A dark, angled photograph often does not.

Is CamScanner free?

There is a free tier, but exported pages carry a watermark and the free version is ad-supported. Removing the watermark requires a paid subscription. The scanners built into iPhone and Android are free and add no watermark.

Do I need to scan immigration documents in color?

Use color, or the Magic Color filter, for any document with a seal, stamp, signature, or colored security paper. That covers most vital records and court documents. Plain black text pages can be scanned in black and white.

How do I combine several pages into one PDF?

Turn on batch mode, or the multiple pages option, before you begin capturing. Photograph each page in order and the app assembles them into a single document.

Do I need to scan the back of the page?

Yes, whenever anything is printed there. Certifications, seals, stamps and signature blocks are frequently on the reverse side, and they are part of the document.

What if my file is too large to upload?

Export at standard rather than maximum quality, or scan in grayscale if the document has no seal. Avoid the smallest compression setting, which can render a seal illegible.

Can I send a photo instead if the document is only one page?

You can, but it is still worth taking the extra thirty seconds. A scan straightens the page, removes shadows, and produces a PDF, which is what most upload systems expect.

My document is in Portuguese or Spanish. Is a scan enough?

No. A scan preserves the document, but a foreign-language document submitted to USCIS or the National Visa Center also requires a certified English translation.

Is email a secure way to send immigration documents?

Regular email is not a fully secure method of communication. Ask your attorney’s office about secure ways to send documents, and never send documents to anyone who contacts you claiming to be from a law firm or a government agency without first verifying who they are.
